A banking structure with sufficient capital should be materialized gradually and systematically. Banking industry is the heart of the economy of a country. Banks need liquidity to be able to run smoothly. Banking industry should be efficient in conducting its business activities, and achieve economies of scale role in terms of technology, accounting system, and surveillance system.

But national banks should also need to improve alertness as the Financial Services Authority (FSA) will immediately supervise the banks with subsidiaries operating in financial and non-financial sectors. Now many top national banks (for instance BNI, Bank Mandiri, BRI, and BCA) have subsidiaries running business in insurance, finance, securities and Islamic banking.

The shift of the banking supervisory function to the FSA in 2014 gives rise to expertation that the supervisory function in financial institutions will be integrated and coordinated, especially in the anticipation of the current global crisis.

So far, only Bank Indonesia that haas conducted surveys for the establishment of SME rating agencies with respect to access to bank financing in Indonesia. A survey conducted by Bank Indonesia in 2012 showed that SMEs would expect the presence of rating agencies and local well as foreign rating agencies have been preparing to provide service for SMEs.
